The purpose of this Request for Qualifications (RFQ) is to obtain statements of qualifications from construction management firms with a deep understanding of K-12 educational pre-construction and construction.
On November 5, 2024 voters approved a $25.8 million referendum to address capital maintenance, career and technical education, safety/security, and other needs at Hartford Union High School. The District is seeking construction manager – at risk services to support budgeting and planning during the design/pre-construction phase and management of the construction phase.

As we have communicated, this funding will be used to address critical infrastructure and safety and security needs, add space to our thriving Technical Education programming, addresses the most urgent needs of the swimming pool, and installs a turf field within a new running track that benefits from the efficiencies of the ground and drainage work already being done.

How Hartford Union High School Prioritized CRITICAL Facility Needs
A Citizens Facilities Advisory Committee (CFAC) worked on this plan for more than a year.
The committee identified $180 million of potential work but, through a Community Facilities Survey, asked district residents to prioritize the work.
More than 62% of survey respondents would support a referendum around $25 million with work being done that will affect ALL students.
On August 7th, HUHS School Board voted unanimously to put a $25.8 million referendum question on your November 5th ballot.
How Much Is The HUHS Referendum Going To Cost You - The Taxpayer?
The estimated tax impact would be .45 cents per $1,000 in fair market value of your home. For example a $400,000 would pay $180 dollars a year for the next 20 years. Depending on your municipality and current home assessment, your mill rate (a tax rate used to access the property tax within a jurisdiction) may be less than you paid in previous years.
Why Didn’t The District Budget For These Capital Improvements?
The school funding model makes it difficult for schools to pay for large scale capital improvements. There are a record number of Wisconsin schools going to referendum this November because the state’s payment per pupil hasn’t kept up with inflation since 2010. If the state had kept up with inflation, HUHS would have received $6 million dollars more this year alone!

Question: Shall the Hartford Union High School District, Washington and Dodge Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $25,800,000 for the public purpose of paying the cost of a school building and facility improvement project consisting of: renovations, building infrastructure (including pool updates), safety, security and accessibility improvements; construction of an addition for technical education space; outdoor physical education and athletic facility improvements, including to replace the track and to install a turf field; site improvements; and acquisition of furnishings, fixtures and equipment?

Our facility plan must reflect the priorities of our taxpayers. To accomplish this goal, a survey was sent in May to every household in the Hartford Union High School district boundaries. The community survey was conducted by School Perceptions. You'll find the Complete Survey Results - HERE.
Survey Summary:
70% of the survey respondents were non-parents, non-staff
62.5% of the respondents would support a referendum around $25 million
Top Priorities Per Survey Results:
Improve security across campus
Replace roof sections
Upgrade aging and inefficient parts of the HVAC system
The last HUHS community referendum investment was 24 years ago for $2.9 million. Since 2003, the Hartford Union High School District has sought only one referendum. In 2022, the District sought a capital referendum that sought community approval for $12 million to renovate the football, softball, baseball, tennis, soccer and track facilities. A multipurpose field for physical education classes would have been a part of the referendum, as well. This referendum was not approved by the community.
Community Involvement: Citizens Facilities Advisory Committee (CFAC)
As a result of the failed referendum attempt and ongoing facilities needs, the HUHS Board of Education established a Citizens Facilities Advisory Committee (CFAC) in 2023. This group of citizens is committed to identifying and representing the communities’ facilities priorities for the advancement of Hartford Union High School and its students.
The role of the CFAC:
A long-range facility plan will efficiently and effectively address safety, security, learning environments, and infrastructure so that Hartford Union High School provides:​
well-maintained and safe buildings and grounds, ​
with modern classrooms and ​
appropriate spaces to support a variety of relevant learning opportunities ​
for current and future generations of students, staff, and the communities served by the HUHS District.​
With the completion of their work to put this $25.8 million facilities referendum question on the November ballot, the Citizens Facilities Advisory Committee was dissolved by the Board of Education and thanked for their service to our staff, students, and our community.
